MANILA, Philippines — In a historic milestone for public financial transparency and digital governance, the Philippines has become the first country in the world to migrate its entire national budget onto a blockchain network.

Beginning with the 2026 General Appropriations Act (GAA), the initiative—dubbed the Digital Bayanihan Chain—records every peso of taxpayer funds onto a decentralized, permanent, and tamper-resistant digital ledger.

The project, spearheaded by the Department of Information and Communications Technology (DICT), digitizes the complete lifecycle of public funds. From congressional deliberation and legislative approval to fund disbursement, agency expenditure, and audit reporting, every phase now carries an immutable digital seal of truth accessible to the public.

A Digital Guarantee of Integrity

Government officials emphasized that the move transforms public accounting from traditional paper-based or centralized digital records into a verifiable, audit-proof architecture.

“The blockchain-powered GAA is more than a technological upgrade. It’s a digital guarantee of integrity,” said DICT Secretary Henry Aguda. “It protects the official copy of the budget, prevents manipulation, and ensures long-term traceability of government funds. Transparency is no longer just visible—it’s permanent.”

By deploying distributed ledger technology, historical budget versions and transaction trails cannot be retroactively altered, wiped, or fabricated, ensuring public data remains intact across changing political administrations.

Key Pillars: What the Blockchain Budget Delivers

The implementation of the Digital Bayanihan Chain addresses long-standing challenges in public expenditure monitoring:

  • Mitigating Fraud and Discrepancies: Because records on the ledger are immutable, unauthorized alterations, unauthorized line-item shifts, or duplicate disbursement entries become mathematically impossible to conceal.
  • End-to-End Tracing for Watchdogs: Civil society organizations, investigative journalists, watchdog groups, and everyday citizens can monitor budget flow in real time from legislative allocation down to municipal or project-level execution.

The rollout of the Digital Bayanihan Chain forms a cornerstone of the administration’s broader digital transformation roadmap under the Bagong Pilipinas banner. DICT has continually pushed for open governance through modernized IT infrastructure, having introduced shared government network systems and unified digital service portals.
